Watson Farley & Williams (“WFW”) advised the French Ministry of the Armed Forces on the signing of a concession contract for the outsourced management of its real estate portfolio in France as part of its “Plan Ambition Housingwhich aims to enhance its real estate assets and improve the quality of life of soldiers and their families.

This is the first concession contract awarded in France for the outsourced management of a portfolio of state-owned housing distributed throughout metropolitan France. It is awarded for a period of 35 years to the Nové project company, co-founded by the Eiffage and Arcade-VYV groups. The contract, whose overall turnover amounts to just over 7 billion euros, was signed on February 14, 2022.

The regional subsidiaries of Arcade-VYV and Eiffage Construction, which form a global network throughout mainland France, will develop their expertise within Nové Gestion and Nové Construction; these two companies will respectively provide leasing and asset management services, and design-build services for the initial construction works.

The French Ministry of the Armed Forces expects a high level of environmental ambition throughout the concession period, at the end of which Nové plans to create a carbon and climate arbitration fund dedicated to the project. It will help fund innovative solutions to improve environmental performance for the benefit of military members and their families.

After a handover period with the incumbent management provider, full management will begin in early 2023. Design studies for the first construction projects should start quickly and preparatory work on several sites should start this year.

Local journalists later noted sources at the Department of Justice confirmed the attack but questioned the extent of the incident given that LockBit was only advertising about 8,000 files.

Trend Micro revealed this week that LockBit now has additional Linux and VMware ESXi variants that have been spotted actively targeting organizations in recent months.

The company noted that a number of other ransomware variants have shifted their efforts to targeting and encrypting Linux hosts, such as ESXi servers, but the LockBit move was concerning due to the popularity of ransomware-as- a-service from LockBit.

A ransomware group claimed Thursday that it stole thousands of files from the French Justice Ministry, threatening to release “all available data” if the ransom is not paid by February 10.

The ad appeared on the leak site of LockBit 2.0, a known ransomware-as-a-service operation that has been active since at least September 2019. according to cybersecurity firm Emsisoft.

Neither the French Justice Ministry nor the country’s main cybersecurity agency responded to a request from CyberScoop for comment on the situation. A ministry spokesperson told Politico that the agency was “aware of the alert and immediately took steps to carry out the necessary verifications”, but did not give details.

The post seen by CyberScoop on the leak site – where victims’ files are made public either to pressure payments or to punish victims if ransoms are not paid – says the group may have 9,856 files, but nothing has been released yet.

Brett Callow, threat analyst at Emsisoft, said Thursday that the group may not release any files, “because some of their past claims were false.” For example, he said, there have been instances “where information stolen from organization A included information about organization B, they claim to have affected both A and B.”

Originally known as ABCD ransomware based on the file extension of the files it would encrypt on a target’s system, the ransomware evolved into LockBit and then LockBit 2.0 by June 2021, possibly accumulating dozens of thousands of victims worldwide, Emsisoft reported.

About the LockBit ransomware gang

Like other ransomware gangs, LockBit’s modus operandi is to block victims’ access to computer systems in exchange for paying a ransom. LockBit, which is malware itself, automatically searches for valuable targets, spreads the infection and encrypts all computer systems accessible on a network.

But total EU imports and exports exceeded 2019 levels in the first 10 months of last year, according to data from the bloc’s Eurostat agency.

The new trade agreement between Britain and the EU which came into force at the start of 2021 has restored customs checks at the border, creating an administrative burden for transport companies.

It also created delays and added complexity for businesses that relied on fast and regular shipments.

British retailer Marks & Spencer has closed several of its Paris stores after struggling to keep perishables on the shelves.

Around 80% of trade with Britain passes through France, which has hired 700 customs officers and created a barcode system allowing trucks to cross the border without stopping after obtaining permission to do so before to travel.

Nine out of 10 trucks now go through customs without stopping, compared to a quarter in the first weeks of 2021, according to the French Ministry of the Economy.

But trucks carry less goods than before Brexit, he added.

“This daunting challenge has been met without a hitch,” said European Commission Customs Office Director General Gerassimos Thomas.

But lorries have faced 10-mile queues at Britain’s Channel ports this month, with some blaming Brexit bottlenecks.

The delays were attributed to several factors, including the UK government’s introduction of additional customs checks in early January.

Trucks now take longer to pass through Channel ports as their papers are checked.

Logistics UK, which represents a range of road, rail, sea and air operators, urged the French and UK governments on Monday to hold “constructive” talks on the issue.

While the United States Navy (USN) plans to complete its amphibious ship force structure report by the end of March, the service is approaching program milestones for classes of these ships, according to Captain Cedric McNeal, responsible for the Amphibious Warfare program.
